Corrections Facilities
The Problem
 
Any type of correction facility, from jail cell to prison facility, is a well known source for the spread of infectious disease, as is evidenced by the regular media reports and studies done on outbreaks from all over the United States. 

Published jail protocols on prevention suggest that a "complete disinfection" of the entire facility is to be performed "regularly", using normal disinfectants.  Unfortunately,  this methodology has limited affect due to the limitations of the "tools" being used, suggesting it is not a permanent solution to the problem.  


This is especially true for jails, as according to a study, they are the initial "portal" to the "system", where people from all walks of life, lifestyles and medical conditions are forced into congregation for hours or days at a time, with little or no initial health screening or separation from each other.

To illustrate these dynamics more clearly, as most of the detainees are very transient, and more than three sets of staff shift through and work in the facility each day, along with all of the people coming into contact with each other during transportation.  Then after processing, many of the detainees are sent back into the general public with whom they come into contact, posing a potential threat to the entire community!
 
In the Centers for Disease Control bulletin titled "S. aureus and MRSA Surveillance Summary 2007", they state that 32% of the US population is colonized with Staphylococcal aureus and 0.8% are colonized with the Methycillan resistant strain MRSA.  Further, they estimate that in the US alone there are about 292,000 hospitalizations annually that are diagnosed as S. aureus infections, with 126,000 of those related to MRSA.

"Invasive (i.e. serious) MRSA infections occur in approximately 94,000 persons each year and are associated with approximately 19,000 deaths, about 86% are healthcare-associated and 14% are community-associated"; and in this context, detention facilities are at the top of the "community" definitions. 

Now, the world is being threatened by the development of new strains of disease, which are resistant to antibiotics,  with all too much frequency.
 

There are no admission-screening, janitorial protocols, cleaning solutions or "air filters" that have been shown to be able to prevent the spread of infectious disease in the corrections facility environment.
